Sorry these are so late. Instead of being productive during my holiday vacation from work, I was sick.

He's not, actually. The 'hellfire' theme was not uncommon among highly animated evangelical revivalists of the early 20th century, which drew its influence from the fire and brimstone preaching of the 18th century's "Great Awakening". He's a minister (various ordained ministers wear collars as well), and his looks are inspired mostly by Peter Cushing. He really doesn't have anything to do with Frollo at all. =/
